Said Nursi has stated that Hazrat Mahdi (as) and the Prophet ‘Isa (as) are both individual people

(1)    “…SO, WHEN THOSE INDIVIDUALS (in other words those significant figures of the End Times, HAZRAT MAHDI (AS) AND HAZRAT ISA)… APPEAR… The Master refers to Hazrat Mahdi (as), who will appear in the End Times, and to the Prophet ‘Isa (as), who will also appear in the End Times. Said Nursi does not refer to these two magnificent individuals as collective entities here. On the contrary, by the use of the words “those individuals” he makes it clear that Hazrat Mahdi (as) and the Prophet ‘Isa (as) are individual people and will appear in the End Times.

(2) … MANY PEOPLE and himself even will not know to start with that he is the Dajjal…

Master Said Nursi has said that many people who see them will not initially recognize Hazrat Mahdi (as) and the Prophet ‘Isa (as), and that they will even be unaware of this reality themselves. But it will later be realized, as a law of Allah, who these people are. It is clear that the people the Master is referring to here are individual people.  (3) Those individuals [HAZRAT MAHDI (AS) AND HAZRAT ISA (AS)] of the end of time will be known through the insight and the light of belief.

The Master has stated that Hazrat Mahdi (as) and the Prophet ‘Isa (as) will initially be examined and recognized only by Muslims possessed of deep faith. Only a person, an individual, can be known to and recognized and identified by others. These Muslims will realize that Hazrat Mahdi (as) and the Prophet ‘Isa (as) are important figures of the End Times from the relevant signs and descriptions. It is clear, from the descriptions in the hadith of our Prophet (saas), that Hazrat Mahdi (as) and the Prophet ‘Isa (as) who will come in the End Times are individual people.
