Giving away in times of financial hardship?

Excerpt from Mr. Adnan Oktar's Live Conversation on A9TV dated October 18th, 2017

VTR: How to give away in times of financial hardship?

ADNAN OKTAR: Now, we are sitting here and what do we have at hand? We have a box of chocolate with 20 pieces in it and nothing else. So if a poor person comes here, what can we give him? We can give away the chocolates. You distribute the chocolate among the poor; this is giving away in time of hardship. If a person comes and you have a bundle of 100 lira bills, you save one bill for yourself and distribute the rest among the poor. This is also giving away at hardship. As for those living in abundance -abundance usually signifies a great amount of wealth and property-, they also give away their abundant wealth. God says so in the verse in order to prevent people from making excuses. Some say "We are in dire straits" and God says to give away even in dire straits. Hardship is in fact a relative notion. Some own a house, a car, lots of money but still complain about being in dire straits. They compare themselves to some super rich people who owns multiple summerhouses, cars, houses while pointing out that they only have one of each, thus concluding that "they are in dire straits while those wealthy people are living in prosperity." This is relative. In order to prevent this demagogy, God commands, "Give away even in times of hardship."
