Bediuzzaman says that broken letters are "codes for the pure servants of God." They are codes for some special people. When they want to attain certain information, I mean when they want to learn something, they access all kinds of special information by the help of those special codes.  And those pure servants of God are Hazrat Khidr (pbuh) and his students, they are those special people. This is how the world is directed, insha'Allah.
